For me, I think it's a radar/rotator, a very nice note to have. I use Charlton - Canadian Government Paper Money, it's a very good catalogue and not really expensive, around 20$. the serial number is ALG8986989 This kind of serial number called ROTATOR because you can read it upside down. Upside down your serial number could be read 8689686.
