This coin should not exist?

I have come across a 1985 Canadian Dollar (Specimen). The coin is from a double dollar set and is absolutely flawless yet the word "CANADA" is doubled. From my understanding, this should not happen on specimen coins? Attached are two photos. Note the doubling of the letters (Sorry my photo...

1967 Gold $20 coin in flawless shape

I recently came into possession of a 1967 Canadian $20 gold coin. Does anyone know if the numismatic value of a flawless coin is worth more than the bullion price? I can send photos if desired. I think it has over 5.288 OZ of gold yet no scratches are visible under 10X magnification.
