Yes, that looks like a die chip to me. The 2007's, 2008's, and the 2009's had a few different die chips in the logo, in both the magnetic and non-magnetic ones. Nice find!

Hi dvenne Unfortunately it looks like PMD (post-mint damage) to me. Your penny has taken a couple of hits at some point after leaving the mint. Hi coinme I don't think your coin is a true "high 9", as the true "High 9" has the bottom of the tail of the 9 right in line with the bottom of the 2. Your coin looks more like a "Medium 9", with the tail of the 9 half above and half below the bottom of the 2. The "...
