As Bill stated, it has been plated. You can see where the plating is wearing off.
Value one cent as it is considered damaged.

Not Doubling that I can see. That is just a slight ink smear on the numbers.
No extra value.

That would not be the first coin minted, it is the first coin that was packaged.
The value would be in someone who likes to collect packaging, not in the coin.
