The HP prefix was used about halfway through the run and had a quantity 10 Million printed.

I have never seen a miscut like this and don't know how it is possible. The cutting blades are straight and do not have notches in them. The problem with something like this is proving it was done at the printers and not done by someone later. Right now there are several "miscuts" on eBay ...

If your talking about the teardrop marker on a 1964 SMS Half Dollar,
that one is in the wrong location, not a teardrop.

It wasn't produced by the RCM so it must be one of the dozens of aftermarket
tokens and medallions produced that year. Unless it is solid silver, it wouldn't
have much value. Is there anything on the other side?

Hard for me to tell from that picture but to be sure of what you, count the beads.
Small bead has119 beads

There are three varieties of the 1954 test note (one of each signature)
but as far as I know, they are all FPM.

Nice die crack.
Not unusual on any of the coins minted during the war years.
The RCM used the dies well past their expiry time then.

Your fortunate that you have the lower quantity printed Beatty-Coyne signatures. This adds to the value. It is hard to grade a banknote from a photo but from what I can see with the fold and off centre printing, I would grade them at UNC (although one appears to have a stain on the border). I don't ...

I agree with Bill.
Why bother, it is still only worth 1 cent either way and it would cost
you more than that to try and clean it.
