Update: I did a lot of internet research and could not find foreign coins minted in Canada that matched the specifications exactly. I'll look into other countries but that may take a while,
I should also mention that the coin is not a uniform thickness. This may account for the missing reeding and no rim on part of the coin. I included a picture of this. The coin also has an uneven diameter.
