It's a sheet number.
There are four notes with exactly the same number.
And with lower printing runs radars and repeaters are far more common on these older notes.

Your note is a six digit radar and very rare.

Not quite true, PCGS, NGC, ICCS and CCCS all use the PL designation, they just don't all include the same years.the top tier TPG's do not use or recognize the term proof-like or the PL designation.

The problem isn't the price guide as much as your assessment of your own coins, less than one in a thousand will grade pl67. There are years for some denominations for which no coins have been graded PL67.

There is no such thing as original paper over foil wrap, nor are there any reengraved necks or chins.
