I was thinking this coin would be between a VF-20 and EF-40. Am I correct or am I missing something.

Does tarnishing affect the grade of a coin?
I have coins that have varying levels of tarnishing. I've attached pics of a dime that has heavy tarnishing, but the relief still looks pretty good.

Hello I was given some coins recently and in the lot there was a 1951 penny in a cardboard flip that says Error Coin.
