It looks like 2 coins were glued together and the adhesive stayed on the penny. It's really hard to tell without it in hand but, from the photo, it looks like adhesive.

AG3 means "Almost Good, Shelton grade of 3". In reality, it really means a coin that is barely readable with almost the entire design obliterated. If you are just starting out, you should purchase a copy of either Charlton or Haxby or Whitman's annual coin book.... you should buy a book(s)...

I see them go out of TD banks all the time .. I didn't know that there was any change. You can also get them from friends who work at high-volume commercial entities (Canadian Tire, McD's, Horton's etc)

Just make sure that you pay as close to scrap that you can and know how to covert from grams and grains to % of troy ounces ... the RCM puts out some very small coins for a huge mark-up.
