That is the way they are shipped out of the Mint.They are uncirculated and usually grade from MS-60 to 65 if you are lucky you get a couple of 65 which are valued at $60 in CCN trend section.The average shoiuld be 63 at $1.50 each.

There were 2 different 5 cents issued in 2006. One with the P ,the other with the Logo.none like the one you show that I know of.

I just listed a 1949 1 cent on ebay that has a doubling around the clock for the legend on the obverse.These are very interesting coins and not that plentiful.
