There's a good amount of waffling and I'm not sure if I can see some creases at the corners (dog ears) or if it's just my eyes playing tricks on me.... You might be onto something there with the Netherlands... they have used lions in the past.

I looked through all the english and came up with nothing that's similar... my best suggestion would be to go to the library and pick up a krause catalog and start looking... your pictures have some of the legends cut off so it's pretty hard to tell .. First picture rotate it counterclockwise 90 degrees and it should be right side up...
Last picture rotate it 90 degrees clockwise and it will be right side up..
The very last picture looks like it's a crown with a shield and a lion below.
To me that suggest it's English so I would start there...

to me the image looks like 3 shields at E, S & W with a crown at the N and a center design of something but of what I'm not sure.
as for cleaning it... I would recommend using vasoline and a toothbrush... might be able to loosen and get some of that corrosion and crud off.

I think bill is onto something... it's not Canadian that's for sure... the second I saw it I thought it might be a 1 or 2 ore from sweeden. I have a feeling this is copper but place of origin I'm not exactly sure of...
