1999 Northwest Territories quarters

1999 Northwest Territories quarters

Good day all,
I was checking on some Canadian currency values and found a couple of these quarters, however next to the year there was one with 2 upwards arrows(worth .45)
and another below with an upwards and sideways arrow (worth $50.)
Can anyone tell me what the differences are?
Didn't see anything on the page explaining it.

the arrows mean rotated dies

Thanks for the link, does as little as 10 degrees really affect the value?

No. >15% affect it.
