This was in an auction lot I recently purchased. What might it be categorized as? Any value here?

I've seen similar items on other coins, but not the neat engrailing. The silver is milled/machined out and lead or lead alloy poured in. Then the etching takes place. You find these with plain backs & no design, as a type of crude counterfeit that weighs something close to silver. I like it and someone has some silver shavings to keep and accumulate.
