1949 Dime cereted rim

I found this dime, is it a minting error or man made?

Man made damage.
There is no possible way for that to happen during the striking of the coin.

That's someone's handiwork, not the mint. But it's silver so it's worth a little more than $2 just for scrap value. Just keep it as an oddity.
