1927 Canadian Confederation Coin. Flaw or Damage

1927 Canadian Confederation coin. Would the dents/holes be a planchet flaw or damage?

It’s damage.
There is no way that could have happened when it was struck.
Maybe someone was trying to drill a hole in it.

I think someone tried to drill hole(s) to hang it from a chain and they couldn't get through to the other side. PMD

It's not a coin , it's a medallion, and it's damaged.
