Is there a way to tell is a coin was clipped before being stamped or somebody just did as a joke?
Also have a blank 1 cent planchet. It has a rim but nothing else. Comments?

The US mint gives out blanks on the tour of the mint. See-- http://www.realcent.org/viewtopic.php?f=7&t=1876&p=16304&hilit=school+mint#p16304

Re: Clipped 1 Cent
A true clipped coin will show the Blakesly effect on the opposite side of the coin from where it was clipped.
Basically because a true clip happens prior to the hub/die and collar impacting the planchet... the collar will not make contact with the area of the coin where it's been clipped... the result will be a weak collar strike right across from the clip.
