Here a good exemple of over resurfacing of a working die

If working dies are not cracked or broken, they are considered still servicable. To remove imperfection like clashed mark and other surfaces imperfection, dies are resurfaced, this remove the less pronounced detail. Filling is another result of this process.

As you can see on the picture below, when dies are over resurfaced, the filling "envade" the design and largest amount of detail is lost;
