Have a look at this penny and can you tell me what caused those dots are, Thanks

It happens frequently with the new multiplating technique used by the RCM. It's some plating problems.

Those are gas bubbles and are because there were problems with the plating. Does not increase the value, and probably decreases it because when those bubbles "pop" or are worn away the interior can be exposed more and rot.
