1952 One cent

Is it an error or is it tampered with? That is the question.
Do not have a scale that weights in 0.00 but I got a weight of 3g using the scales I do have. The measurements are correct Diametre 19.5 and Thickness 1.65.

I can't see how this can be made during the production process at the mint.

Going to pickup a proper scale to see if any material has been removed.
