Is this 1954 coin considered a "hanging 4 " & no " SF " ?

Getting mixed up here, looks like she has no top on barely so is this what it means? Also is the 4 low enough to be a hanging 4?

Forgot to post picture in the first post asking about my 1954 possibly so or hanging 4 ?

It is neither.
That is a SF variety and a hanging 4 is caused by a die clash that has a line attached to the top of the 4.
It has nothing to do with the position of the 4.
