These both appear low 9. A high 9 is fairly obvious, with the 9 vertical. The reason I bring the orientation of the 9 up is that on at least one reverse die utilized the 9 is tilted slightly CW, causing the bottom tip of 9 to be raised thus giving the elusion that the 9 is high. I've seen numerous 'tilted 9s' mistakenly attributed as 'high 9s'. BTW, a 'tilted 9' is not that common either. We are getting into the realm of die tracking if coins like this begin to be actively collected. I was asked to write an article about the 1929 Cent by Coin News a few years back, which has some images differentiating each. Cheers.
