I'd say that it is. I don't know which edition of Charlton has the 5 cent silvers in the back variety section, but my 2013 edition has a number of the 1891-1900 repunches in it and one looks like yours. It is called a (RP1) 9/9. I'm not a 5 cent collector, only Large Cents, but the 9 certainly looks like a hand-overpunched 9. The 8/8 that yours shows is also there on the 1891 & 1892 pieces, so it may have been on the hub, not just from the working die. There is no pricing data for the 5 cent repunches in my 2013 edition.

If the mint did the same thing as they did for the large cents, they would take the hub and grind off the last digit or the final 2 digits from the hub (which is in relief or raised). Then they would handpunch in the final digit or last 2 by hand so that you get lots of repunches. If the 3 is repunched, it wouldn't surprise me, because the 2013 Charlton has 2 different types of R/P'd 9 and a R/P'd 3. There must be a number of different types of R/P'd 9's. The other in the book is hi/lo rather than your R/L.

Bill, could this be a new RPD ?
Could this also be a RPD that just isn't listed and has been seen before ?

Your coin is in the 2013 Charlton in the front of the book. I no longer have my Zoell books, but I'm sure that it was in there as well. Whichever year's edition that Charlton carried the 5 cent silver 5 cent pieces in the back variety section .. it would be in there as well so it's not "new".

The 5 cent silver Charlton variety section was in the 64th edition (2010), but it would not have been like the others since then. When we (4 friends and I) wrote the 20111 Vicky Large cent one, it marked the first time that collectors/researchers wrote and picked the varieties, rather than dealers and book publishers. All since 2011 have been done by collectors and/or groups of collectors. Most of us feel that we can put a more realistic view as to what collectors are looking for and to more accurately pick and price varieties ... some of the older publications tended to inflate prices of some varieties depending upon what their own inventory was at the time.

You should be able to go onto Ebay or Abe books and get a 2010 for less than $10 total ... or someone here may have one that is gathering dust.
