2003 dime with copper

Hi, newbie Here. I came across a 2003 dime that is copper around the surface edge as per the pictures. I know there is a percentage of copper in these dimes but I'm wondering is this an oddity or have the edges just been worn down somehow.

Any info would be appreciated. Thanks.

Looks like someone has filed/ground down the rim.
There is only.025 of nickel over the copper so it wouldn't
take much to remove.
