I don't see how that they can call a coin like that a "proof". Since the '41 Canadian was .800 silver, that makes this silver as well. If you go an Ebay search, there appears to be a few of them and there's a history of this or other coins similarly marked that have hit auction floors. I don't know if one actually sold for large money though. I'd say it was a mint worker working "after hours" and having fun. Here's one for less than 1/1000th of the price:
