Undersized Loonie

I recently found an 1988 loonie that is smaller in size to a normal loonie. The diameter is approximately 22 mm as opposed to 26.5 mm. It is basically the same size as a quarter. It has all the features and markings of a normal loonie, it is just smaller. It has eleven sides and is magnetic. One dealer I showed it to said he never seen one before and aside from its size he said it was authentic. I also called the mint(I'm from Winnipeg) and they said they had never heard of or seen one before, but they want me to bring it in to examine it.

I just wondering if anyone out there have ever seen or heard of one before? If so could anyone educate me on what I have or point me in the right direction to learn about it? Any help would be appreciated.
