1939 dollar double HP

I just bought a 1939 Canada which has been graded by ICCS as MS-63,but the original owner had placed a note on the holder stating "2XHP". My question is,why did ICCS not pick up on that little extra piece to that coin?.They just missed it,or is it of little importance? I am new,so not quite sure of the 'ways' of these TPG companies. I just found out that ICCS will not look for any 'extras' on the reverse,unless they are asked to verify a particular item,such as rotated dies,double HP,etc.They also charge an extra $2.50 to verify each item of interest. I learned another thing today! HB

And sometimes, varieties are discovered after a coin is graded. That's why you still need to look at coins in TPG holders you buy.
