2013 uncirculated set

I have this "garbage" on my 1$ coin inside the uncirculated set packaging. If I move the coin inside the packaging, the blob moves with the coin so it's not on the packaging but indeed on the coin.
It's hard to tell if it's some dirt over the coin or if it's an error/damage on the coin itself. Has anyone seen this before? What would you do with this? (return it to post office where I bought it? Open up the packaging to try and see what it is? Leave it like that and keep it as an ugly error in my collection?)
