$1.00 bill cut off on one side...

Is this a normal (common) thing that occurs with bills.....Printed to the edge of the paper.

This $1.00 bill is 5 7/8 inches (50 cm) long....???
Now that you mention it, it looks like some one years ago may have cut the border off, or there was a short note that got printed.....The border on the left hand side of the bill is 2x as wide as a border of another bill of the same year...???

If the bill is shorter than a normal note, there is no way to prove that this is not man made even if the cut really occured during production.
