That $20 note would be extremely popular in Asia,especially China & Hong Kong,as the number '8' is considered to be extremely lucky,especially when the serial number ends in '8',like your one is.

Yes, ALT8800088 is both a radar and a rotator. That is a very nice bill. What condition is it in? Can you provide a scan.
