1870 shinplaster ???

Just wondering if someone out ther and inform me of the meaning of the "31 Vict. Cap.46"
in the top right fase side of the note??

Would you please supply a photo, I don’t think that I have ever seen this on a shinplaster.

sorry I'm not better on the computer but picture sending isn't a strong spot
its on ever note, Numista site says its "Authorised By" but there is not much more of a explanation of its meaning,
Hoping some one out there can shed some light on this.

I see it now, it is in script, never noticed it before. The 1920 and 1923 shinplasters also have this is small
lettering but reads “ Authorized by R.S.C. CAP.31”.
Not sure of the meaning, maybe someone else can help.

Authorized by Act of Parliament, Chapter 46, in the 31st year of the reign of Victoria


R.S.C. Cap31 will be the same sort of thing.
