Offset Printing

Hello All,
Would a note with offset printing such as this increase or decrease the value of the bill? The back of the bill is for the most part centered.

Despite what you see on eBay there is no premium for a note like yours unless part of another note on the sheet is visible.
Most collectors seek out well centered notes.

And IF you could see the border of the next note (or design elements shifted), it would be called an "out of register" (E-7) error or a "cut out of register" (E-25) error.
