ICCS certification numbers

how the "Certification No." (like XAV 311) are chosen? two letters means older cert. but other than that? is it completly random or it is linked to the customer order or it is linked to the current date/year or it is linked to the denomination.

As far as I've heard, it's entirely random and there is no set system/order in place .. or it hasn't been figured out yet anyhow
