pricing and grading on book question

Hi: I have Just bought a book relating to coins called "A Charlton Standards Catalogue Canadian Coins Volume One 67th Edition 2013". Are the prices in this book wholesale or retail? For example, MS-65 says $325.,would that be what a dealer pays(wholesale) or what I would pay(retail)?Thanks,Hot Brass
