No, the grade (for wear and/or marks) is 67 and the SP says that it was a specimen strike. Meaning it was specially, carefully struck using specially prepared dies. Specimens never went into someone's pocket or landed on a bar or counter for a beer. They were normally put in special holders and then probably went into a drawer or album or box so they never saw any wear. If your coin is a 67, then it has some marks or scrtaches that lowered it to the 67.
There are also specimens that are struck as trial pieces to decide what type of specific design that they want on the coin. Some are also struck as presentation pieces to people of great importance.
