Certifying a coin is a peraonal choice, whatever people tell you. CCCS will probably add the Doubling on the holder if you specify it to them.
The error is not really valuable, even if certified, but at the end, it's your choice

weird. the marks are on the deisgn on the field of the 1-cent coin, but only on the field of the 5-cent

The 1946C issue is an anomaly. Published official mint reports, as well as unpublished mint accounting records, do not indicate any mintage of this denomination during 1946.
