Certifying a coin is a peraonal choice, whatever people tell you. CCCS will probably add the Doubling on the holder if you specify it to them.

The error is not really valuable, even if certified, but at the end, it's your choice

Faded notes are mostly due to sun expositions

I don't know about chemicals but this coin was damaged aggressively
