It's not a half penny, it's a half cent, which was worth a little less than half of a halfpenny in 1864. Before WWI cents and half cents circulated alongside pennies and halfpennies. Looks more like a Nova Scotia half cent.
A half cent was worth about 1/4 penny, maybe 1/5 penny.

It was issued for collectors.
The mint began producing PL silver dollars for collectors in 1949 and continued to do so 'til 1967.
There was no standard for packaging until 1954.

They are not original rolls from the Mint. In 1970 all coins left the Mint in bags, the Mint did not roll any coins. Some were rolled by individual banks. Kinda looks silver.
You can check with a magnet.
If nickel is it Ottawa or Philadelphia?
Looks like it may have a second minor clip at 2:30 reverse 9:30 obverse.

There are likely not enough resources to list all prefixes.
The number of modern notes printed is staggering.
As a rule of thumb if a modern note is not listed it's worth face value.

NGC Is consistently inconsistent at grading circulated Canadian coins.
Most are overgraded.
For mintstate Canadian coins their reputation is less than second rate when compared to PCGS.
