Impurities in the planchet have caused the lamination error and it looks like two separate die chips in the ear.

It’s a fantastic bill if authentic, listen to the dealer and get it certified.
They will grade it, plus it lets you show buyers that it’s the real deal, which grows your potential audience and that will command a higher premium.

Unlikely that happened during printing, even if it did, I doubt it would add any value, probably detract because it’s not very appealing to look at.

The low serial number adds value, but the ink mark someone added detracts from it. Search EBay for like bills to get an idea of value.

Raised metal like that usually means a die crack or a retained strike through.
