That is not a 9, it is just damage to the “e”.
The devices are permanently engraved into the die so incorrect lettering can’t happen.

Hey everyone I have this quarter and there's a lot going on with it, the picture doesn't do it Justice but it almost looks like there's a boat on the Queen's face and double lettering but you can't really see it in the pictures. I'll try to get my scope to take better ones but what do you guys think?
