That's what I thought at first,but it has been struck twice and the H II from Elizabeth II is punched through to opposite side.. Definately got double struck.the Queen is also showing doubled.

1993 Canada penny punch through error
Looks to have been caught in dye machine and struck.some writing punched through to other side and is bent an not round.

I have never seen this before.atvfirst I thought it just got badly bent and abused.a closer look reveils otherwise.you can also see the H II of Elizabeth II on opposite side of coin.
