Agree with Bill, that is Machine Doubling, one of the worthless types of doubling.

I thought so as well when I first looked at it. The I and N and G look like they may have notching though. Sending an upated pic for your review.

Hope everyone is doing well. I came across this coin and can't seem to find one listed like it. Looks like there is doubling on some of the letters.
