If that black circle is incuse, it is possible that it is a Struck Through

Depends on what silver coins you are referring to. Most of the high mintage silver coins turned in are either damaged or well worn with only bullion value. Definitely get it certified and handle carefully. Put it in a protective holder
to prevent any marks or crease's which can devaluate it greatly.
With the front being off centre, it will prevent it from being a top grade but
if you can get it certified uncirculated, it could be a five figure find.

It looks like it has been coated with something (varnish?) that has cracked.
Whatever it is it happened after it left the mint so it is considered damage.

That is Die Deterioration Doubling (DDD) caused from a worn die.

I don’t know of any special pages but you could probably use those plastic binder sleeves that they
for 8 1/2 x 11” paper. I just use a box I found that is about the right size.
