Being that these coins were removed from Brilliant uncirculated (BUNC) / Prooflike sets, they were never meant for circulation & were struck & packaged specifically for collectors. You might want to look at the "PL" values on this site for values. There are good descriptions on this site explaining ...

Don't know about the "Victoria" piece, but the King George V piece is a medal that was in fact presented to dignitaries & members of the Military in 1935. ....You can read all about it in the Canada Government link that is attached to this email. For The Victoria 60th Year, not sure.... Many different types were made back in the day. Can't find this one.
That hole was definitely punched afterwards & is technically damage. The whole poor quality of the die / strike lends to the possibility of some locally short run strike ?

I wouldn't call this an error. A variety perhaps. It is not a recognised variety according to the price book on this site ( yet anyway..). "Original" on a graded banknote means that the note has not been altered or tampered with in any way.
