Could you please take a photo of the edge.
As far as I can tell it is some form of PMD. It can only be a variety, error or damage.
You can eliminate variety as there would be hundreds of thousands struck.
I also cannot think of any way that would happen during the striking of the coin.
By the process of elimination, that leaves damage, probably intentional. It does
not matter how it was done or why, the fact that it didn’t happen during the striking
of the coin means that it is damage.
