1959 One Cent New Error?

Hi all,
Wondering if this is a new error, the bud at the first stem, has a ring around the bud. Is this a new error?

As nearly all errors are one of a kind, any error could be considered a new error.
Hard to tell with the glare on the photo, could you please take a closeup of that area.
Whatever it is would be pretty minor though.
