The toonie is a two piece coin an outer ring and a core, so the die strikes you can not have a rotated core only

There are folks that remove the core (it comes out without too much trouble) using heat and cold. Sometimes you see them with the core completely reversed. From the scratches by the "A" in Canada, it looks like he was having problems getting the core out or rotated. As stated above, the coin is struck from one die with the core already in the outer ring. Impossible to rotate at the mint.
