Silver 1999 Nickel

I came across this 1999 nickel that strangely looks alot like it's a silver 1999 nickel?? Can you guys tell me what this is ? I can't find anything about it online? The 1999 usually weighs 4.6g but this one comes in at 5.3g and is frosted and very crisp and clean and had a ping sound when dropped so the first thing that I thought was silver but can't find anything on it online ?

It has probably been broken out from a proof set which contained a silver nickel.
The proof sets had frosted devices on a mirror background.
It would be classed as an impared proof worth its value in the silver content.
