From my Special Wrapped Roll Collection #3153/5000.
The kings effigy is visible as a shadow or halo on the reverse on some of the 10 cent coins from that roll.
At a distance the coins appear to be warped in the shape of the head creating a halo effect around the sails of the Bluenose and under magnification the Kings nose, eye and forehead are distinguishable. I’ve added several pics, one with a red outline.
Your thoughts are welcome.

I think your imagination is getting the best of you. A die clash would show (usually) a thin raised line
showing the outline of the King. I don’t see any of that on your dime, all I see is some sort of marking
on the dime. You don’t show the Obverse which should also show a die clash

Weren't some of the '21's colored/painted by the mint, the sails and date? It looks to me like residual blue paint from past pressings
