Hello everyone. Was just looking for opinions on if this is considered Die Grooves on the obverse on the word Charles. I see a 10-cent coin from 2001 showing what looks to be the same variety.

Is the coin in a plastic flip? This looks like reflection of the plastic that is often in a flip.
