found that there was some doubling in a couple different spots on a 1974 quarter crown, forhead, most of the lettering. Another 1974(not shown) has doubling below the chin and at the back of the queens head, less along the lettering.

Without seeing it in hand, I'd say machine/mechanical doubling. In the nanosecond after the die strikes, it slightly moves as the die retreats from the planchet. It is corrected by tightening up the holder/keeper that holds the die in place. Pretty common on old Vicky large cents, but new presses may be a little different.

Looks like Machine Doubling to me.
Not really considered an error as it is
part of the minting process.

Not a weak strike, coin has been damaged after it was struck, known as PMD (Post Minting Damage)
