2004 Collar Clash

Would this be considered a collar clash? And if so is it worth hanging on to?

Looks like one.
It is caused when the collar is slightly tilted during the striking of the coin.
Hang on to it if you want as an example. There is not a lot of value in them though.

Right. This is a Collar Clash.
A nice exemple !
